  1. START by Posting a Request - Buyers define their needs in detail
  2. System notifies Suppliers - Suppliers who provide the NAICS Code of the commodity/service are notified
  3. Suppliers Make Offers - Qualified suppliers submit competitive offers
  4. Buyer Accepts/Rejects Offers - Buyers review and select the best offer
  5. Accept Offer & Agree to Terms - Both parties finalize the details
  6. Buyer Places $ in Escrow - Funds are secured per Terms of Agreement
  7. Supplier Provides Products/Services - Delivery according to agreed terms
  8. Payment Released - Platform releases payment when all parties are satisfied

Note: If suppliers fail to respond within 47 hours, SCOUT begins a global search to satisfy the buyer's request.
